The Hawaii County Rent and Mortgage Assistance Program (RMAP) is funded through a Federal and State grant from the County of Hawaii.  The program is administered by nonprofit partners: Hawaiian Community Assets (HCA), Hawaii Community Lending (HCL), HOPE Services Hawaii (HOPE), Hawaii First Federal Credit Union (HFFCU), Neighborhood Place of Puna (NPP), Hawaii Island Home for Recovery (HIHR), Habitat for Humanity Hawaii Island (HFHHI).  RMAP provides rent or mortgage payments of up to $2,000 per month from March 2020 through December 2020 to applicants who have been impacted directly by COVID-19. Your household is only eligible to receive RMAP assistance from 1 nonprofit per month.  Rent and mortgage payments are only eligible for primary residences in the County of Hawaii. Applicants must income qualify once and show proof of hardship due to COVID-19 for each month they receive assistance.  Payments for approved applicants will be made directly to the landlord, property manager or mortgage lender.  Approved applicants will also have access to financial counseling services. 

Please complete the application and submit with required documents to be considered for a grant:

Proof of Resident and Age

  • Copy of photo ID

Income Documents for ALL household members (provide all that apply)

  • 30 days most recent pay stubs
  • 2 months most recent business bank statements (if self-employed)
  • Unemployment or Pandemic Unemployment Assistance (PUA) benefit letter
  • Public benefit statement
  • Self-Certification Form (provided by nonprofit partner)

Housing (provide 1 of the following)

  • Copy of rental lease/contract
  • Copy of mortgage statement

Proof of Hardship (provide 1 of the following)

  • 30 days of paystubs for February 2020
  • Unemployment or PUA approval letter
  • Letter from employer verifying job loss or reduced work hours
  • Business bank statements for January and February 2020 (if self-employed)

If requesting assistance for previous months

  • Past due rent notice
  • Past due mortgage notice

Penalties for falsifying information may include immediate repayment of all Federal or State funds received and/or prosecution under the law. To avoid duplication of financial assistance some information collected in this application will be shared with the Hawaii Housing Finance and Development Corporation (HHFDC), County of Hawaii (COH), Hawaiian Community Assets (HCA), Hawaii Community Lending (HCL), Hawaii First Federal Credit Union (HCFU), Neighborhood Place of Puna (NPP), Hawaii Island Home for Recovery (HIHR), Habitat for Humanity Hawaii Island (HFHHI), HOPE Services Hawaii (HOPE), Catholic Charities Hawaii (CCH), Aloha United Way (AUW), Salvation Army (SA), Hawaii County Economic Opportunity Council (HCEOC), Kuikahi Mediation Center (KMC), and West Hawaii Mediation Center (WHMC). We will only be sharing the following information with these agencies: applicant name, amount of grant approved, grant purpose, vendor name, date approved. Households whose rent or mortgage have adjusted based on current household income are not eligible. Examples include but are not limited to participants of federal, state or county rental assistance programs, subsidized mortgage programs, and mortgages that have been modified to a lower monthly payment as a result of COVD-19.
